Why this sandbox exists

Finland's EU Digital Identity Wallet is expected at the end of 2026. Around the same time, Traficom is expected to open the Finnish register of wallet-relying parties. From December 2027, regulated organisations across the EU must accept wallet credentials when their users choose to present them.

For banks, telecoms operators, healthcare providers, education institutions and public services, that is not a distant horizon. It is roughly one planning cycle away.

Accepting the wallet is not only an integration task. An organisation has to decide which use cases make sense, what data it genuinely needs to request, how it will register as a relying party, and how the wallet fits alongside the identification methods its users already rely on.

Those are business and compliance questions as much as technical ones. They are also much easier to answer after seeing the wallet work than before.

Several member states, including France, Germany and Poland, already run test environments where organisations can try wallet flows ahead of launch. Organisations in those countries are building now.

Finland does not have one yet. There is no public place for a Finnish organisation to test a wallet presentation, try a verification flow, or see what relying party registration will ask of it.

That leaves most organisations reading specifications and waiting for the national wallet. When it arrives, the relying party register opens at roughly the same time, and the acceptance obligation follows a year later. That is a short window to design, build, register and launch, especially for organisations with long procurement and compliance cycles.

If organisations wait for an official test environment, most will start at the same moment the wallet launches. For many of them, that is too late.

So we built one. The Finnish EUDI Ecosystem Sandbox is open now, to any organisation in Finland that wants to start preparing.

Specifications are still moving and registration requirements are still being settled. Many of the questions organisations face are the same across sectors.

The sandbox lets organisations test against reference wallets now, work through those questions alongside others facing them, and reach the national launch with something already built and understood.

The sandbox is operated by Hovi, in collaboration with Findynet on governance and trust registry questions. It is an independent initiative and is not affiliated with DVV, Traficom or any other public authority.

The aim is to align with official Finnish test environments as they emerge, not to compete with them. Until then, the sandbox is open to any organisation that wants to start preparing.

The sandbox covers the EU Digital Identity Wallet for natural persons. Participants can request and verify credentials from reference wallets, issue test attestations, and try the flows a relying party will use in production.

That includes the person identification data (PID), Electronic Attestations of Attributes (EAAs) and Qualified Electronic Attestations of Attributes (QEAAs) a wallet holds, electronic attestations of attributes, and the main protocols and formats defined in the EUDI architecture. The sandbox does not register organisations as relying parties. Registration is handled by Traficom through the national register, and the sandbox prepares organisations for it rather than replacing it.

It does not issue production credentials or grant access to the national wallet. It is not a certification, and completing it does not confirm compliance with any regulation.

EU Business Wallets and legal person identifiers are out of scope for now. They may be added later as their specifications settle.

Any organisation operating in Finland can register, whatever its size or sector. Participants can be technical, business or compliance teams, and many organisations take part with a mix of all three.

The sandbox uses test identities and sample data. Real personal data must not be used in the sandbox at any stage.

The sandbox is operated by Hovi, a Finnish company building credential issuance and verification infrastructure for the EUDI ecosystem. Hovi provides the environment, runs onboarding and organises sessions.

Findynet collaborates on governance and trust registry support. Participants can get guidance on how trust frameworks and registries apply to their use cases, and how their work in the sandbox relates to the wider Finnish trust network.

The sandbox is an independent initiative. It is not affiliated with DVV, Traficom, the Ministry of Finance, the European Commission or any other public authority, and does not speak on their behalf.

Participation is free. Registering creates no commercial relationship with Hovi or anyone else, and participants will not be contacted by sales as a result of taking part.

The sandbox is not tied to a single vendor. Other infrastructure providers who want to connect wallets, issuers or verifiers to the environment are welcome, and can contact the programme at sandbox@eudi-wallet.fi.
